More details to this question:
I just found out today when I received a $45 pay check that the IRS has put a levy on my salary. They claim the total amount due is $28,000. It's less than half that because they cheated me on a tax return.

You could file suit against the Commissioner of Internal Revenue for a redetermination. Whether or not you can do that depends on the notices the IRS sent and whether or not you ignored those notices.
