Would it make any difference if they had her consent?

More details to this question:
I need my mom's tax return transcript for school but she keeps telling me she's too busy and to call it in for her. I have been told by the IRS that this is not permitted. Every time I try to talk to her, she always tells me to do it and that if I am caught she would be able to dismiss the charges before I was fined with a federal offense of some kind. I don't really believe her. I have not done it but she keeps refusing and pushing me to do it myself. I'm afraid of the possible consequences and of being kicked out of school for not having it by the end of the semester. This has been going on for a few weeks now. I feel like I'm running out of time but she still won't budge on the topic.

No, you can not order the tax return transcript for your Mother, even if you have her consent. Only she can do it. It would take her less than 15 minutes to order the transcript, which can be done by phone or on line. She must do it. If she has the time to talk to you, then she should be able to find the time to talk to the IRS and order the transcript.

A taxpayer can authorize release of tax information to another party by using IRS Form 8821.
