More details to this question:
I was walking across the street when he is struck and severely injured by a car driven by a woman. At the time of the incident, the woman was driving a stolen car at high speed fleeing from the police officers in squad cars, who were attempting to apprehend her. What procedure(s) should I follow to initiate the legal action in court?

So sorry to hear what happened to you.  Your first step should be to hire an experienced personal injury lawsuit.  No one will take your case seriously if you are representing yourself.  More importantly, there are very strict deadlines with applying for no-fault insurance benefits and filing claims with MVAIC (a state agency for filing claims when injured by an uninsured vehicle) which makes hiring a lawyer all the more imporant.  Finally, if you're not doing so already, get medical treatment for your injuries.     Best regards,   Jonathan R.
