Are they trying to pull a fast one

More details to this question:
My mom's ex husband recently passed away but he still had her on his insurance policcy as a benificiary. She was contacted and told by a lawyer not sure if it's his daughters lawyer or the lawyer in charge of administering the estate that she no longer have the right by law to benefit from this policy because they were no longer married and she should sign a waiver relinquishing her claim. My question is if this is indeed the law and if so why would she need to sign a waiver if she has no legal standing or claim

PA law provides that divorce nullifies the designation of an ex spouse as the beneficiary of a life insurance policy.there are some exceptions for employee benefits governed by federal law.
