Father's cd's before he goes into nursing home?

More details to this question:
My father is 86 years old and lives with myself and my family. I have one sister. The only estate he has are in cd's. Since it will probably be less than 5 years before he goes into a nursing home is there anyway he can gift that money when those cd's have matured? If not, can he pay our bills without the nursing home wanting the money back when he goes there. Is there anyway that we can save this money from going into the nursing home?
