How can a trust be decided without conflict?

More details to this question:
1st executor wants to do small repairs that can increase value of home 15000 dollars or more, with no out of pocket expense of family members. 2nd executor wants to sell house as is, possibly for her to by house at cheaper price. She is threatening legal action to keep house from being fixed up. All the family believes in the option of fixing house up, except for the 2nd executor and her daughter.

Unfortunately, if there are co-executors, they must agree how to handle the asset.  If there's no agreement, a court will have to decide.
