How do I file for probate?

More details to this question:
My sister died in April and gave me the death benefit. Her car, though she stated to everyone that I was to have it, was not put into a written will. I am 16 and my mother is not in the state of mind to help me and told me that I must handle it myself. I don''t even know where to begin.
