How do I obtaining a missing PA Title with one deceased co-owner?

I am a joint owner of a vehicle that belonged to my mother who has passed away. I am trying to find out how to obtain the missing PA Title. I've emailed the DMV and PennDot and the only information I got from them was a form that would allow me to transfer the title to my name only, however, the actual title needs to be mailed in with the form. Unfortunately, PennDot and the DMV are not being very helpful with me on this situation.

I may be wrong but my recollection is that you can get a duplicate title. I thought there was a form on the PennDOT website. If not, go to one of the PennDOT service centers. There was one on Rodi Road in Penn Hills a couple years ago.
