How do we get access to her bank accounts?

More details to this question:
My mother passed away leaving my brother executor in her legal will. What do we have to do to gain control of her assets? We need to get into her checking and savings to pay final expenses.

You need to get your brother appointed as personal representative by the court. Once you do that, the bank will release the funds to him as the personal representative.
