how long does an administraitor have to compleate a probate case

There is no time requirement for completing the administration of an Estate in Texas.  As long as there is a continuing need for the administration, the Estate may remain open.  If there is no continuing need, then it should be wrapped up and distributed as soon as reasonably practicable.
