More details to this question:
My mother passed away in June of this year and left behind an inheritance that she never claimed. My brother has located a laywer that is assisting us. But my question is I have received an affidavit that the laywer has sent us both a copy of and asked us both to get it notarize and return to my brother in the enclosed envelope but the envelope is addressed to the lawyer and not my brother. Do I notarize the affidavit and mail it back in the enclosed envelope to the laywer or make a new envelope and send it to my brother?

The lawyer is representing your brother and, thus, has authority to act on your brother's behalf. That is why the envelope is addressed to the lawyer. Even if you send it to your brother, he would have to give it to the lawyer because only the lawyer can file the document with the court.
