Is a verbal agreement valid to get the title?

More details to this question:
I bought a semi from a friend and paid it off in three months. Now he doesn't want to turn over the title. I have witnesses on a verbal agreement and a text that states for last payment, give him my money and he will give me the tittle and if not, he will forfeit the truck.

Its a valid agreement but at worst case you can sue him for the money back. See an attorney.
