Is Civil court the route to go?

Good morning. My mother just went to court on Friday 12/13 regarding a restraining order she initiated towards her two sisters, but was denied due to no physical evidence of them hitting her. Now there have been several occasions where my mother’s sisters have raised their fist in her face and they have had a physical altercation where one of my mother’s sisters husband grabbed both my sister and mother by the neck. She was told by the judge to go to civil court to dispute the matter. This all centers around my mother being the only caretaker of my 79 year old grandmother and my mother’s sister are now trying to step in to think they are taking over when they know absolutely nothing about my grandmother’s medical history. We need clarification as to which direction we need to go in. Also, a conservatorship form has already been submitted by my mother.
