Is the county liable for the septic drain problem?

More details to this question:
I had a pool put in my backyard and paid for a permit through the county. Now I am having problems with my septic drain field. I had someone come and check the septic and they told me the pool was on our drain field causing it to not to properly drain. Is that not why we get a permit in the first place. They have the plans to the house property and should know where my septic lines run.

No I believe it is up to your contractors to ensure no problems.
