Is there a time limit for distribution of assets after a parent dies?

More details to this question:
My mom died Oct 17 in California. My sister and niece have financial control. They are not telling me anything regarding her finances. I've received no financial details for the 3 years, 3 months mom was in their "control." I'm waiting for mom's treasury bonds but they will not answer my texts or emails. Something fishy is definitely going on. What can I do on my own? I do not have any $ for an attorney. I live in Michigan. Thank you in advance for your answer. P.S. How much will this answer from you cost me?
