Our son is disabled and a ward of the state of Missouri. His father got a passport for him and had our son sign it (even though he cannot read nor write at all - except his name with a lot of help). The passport lists his permanent address as Colorado Springs, Colorado and his soc sec number is wrong. He also put our sons workplace on the form (which is in the state he lives in and not in the state in which his father reported his permanent address is). So... what can I do about this? He has taken him out of the country without my knowledge (we have co-guardianship but did not at the time of application). He took him out of the country AFTER co-guardianship was in place on that passport.
Although Congress authorized entering into a treaty governing this sort of problem and allowing it to be addressed in federal court, Congress did not allocate any money. You may need a family law attorney to handle it. Some do so pro bono.
