What can i do about a former landlord?

More details to this question:
When we moved in we agreed to pay a certian amoutn and the bills we accumulated. It took the landlord a month to come up with a lease and another 2 weeks to get it to us! He is now saying we owe him a deposit when we never singed the lease. We have tried to contact him and all we get is voicemail or his kids which he told us to not leave a message with.

It is unclear what your status is. You have apparently taken occupancy without a signed lease. Now the landlord has tendered a lease to you which calls for a security deposit, which is customary in residential real estate transactions. Are you still in occupancy? Do you intend to remain? Are you paying rent?
