What is the best and fastest way to get guardianship of a minor

My little sister's mother is dead and her father is incarcerated. I want to get guardianship over her. I live in PG County Maryland. What is the best way to file. Her Dad is willing to sign and give consent any way possible. If he feels out the form CC-GN-007 Parent's Consent to Guardianship of a Minor will that be enough for me to get guardianship
