What is the maximum time he is allowed to dispense funds to me?

More details to this question:
My recently deceased mother's will is written in very basic wording to simply divide any assets equally between my brother and I. My brother is the executor, her only assets are $8,000.00 in her bank account. He is 66 and I am 61 years old.

Not enough information here to answer. Has an estate been opened? If so, will there be money to disburse after expenses and taxes are paid? If an estate was opened, you should be able to ask the attorney. If not opened, you may want to get an answer from your brother. If he won't tell you, consult with an attorney.
