What should my course of action be as executor?

More details to this question:
I am executor of my mother's estate in New Jersey. I have 2 siblings living in her home. They want me to pay part of the bills, they refuse to move out, and do not want me to sell the house. Neither of them can buy the home since their is a mortgage. If the house is sold we split the money between the 3 of us as written in the will.
