Who can get a court order to see a will after the probate process is closed?

More details to this question:
Sister died. I haven't spoken to her in 6 years. I am the only surviving heir and was appointed as the PR. I am not in the will. The will was incomplete and not filed with the probate court. The case is now closed. Along comes a neighbor and want to see the will. She is not a beneficiary in the will.

Once the will has been admitted into probate, it is a public record and anyone can look at it. She would have to go to where see can read court records to view it.
