Who is responsible for mom's bills when she passes?

More details to this question:
My mom has no money saved, no assets not even money to bury her with when she passes. She has terminal bone cancer and will be placing in a nursing home. Are children responsible for her personal medical bills that she had from previous years and also some personal loans? My dad passed away 4 years ago and he had nothing also.
