Sewer back

More details to this question:
I installed sewer via licensed plumber and he did file permit and was approved by township inspector. Now we found that the problem is pitch backward and water is standing in line all the time and need cleaning several times a year. We notified Plumber the problem but he blames the inspection was approved and his warranty is expired. Advice please
