An inherited qualified ira annuity

More details to this question:
I have a restricted traditional qualified annuity left by my Mom with restrictions. Transamerica where my money is at or was at wouldnt let me take a 30,000 hardship i was denied. They did however agree to letting me have my 4,500 annual distribution. They were suppose to overnight the check. Not only did it not come but i got a letter in my email saying about the 4500 being taken out but they also did a full surrender of 54,000. A huge mistake on there part. Since i didnt get the 4500 today that means 58,000 is out there in limbo. I did not ever ask for a full surrender. I need help
