Probate will need to be filed where your mother lived. I would have your uncle get the forms and send them to you. He will need to fill out most of them if he is seeking to administer the estate. You just will have to sign a renunciation form, waiving your right to serve as her estate's executor, since you have priority over hims to serve in that role.
You may also want to waive notice, which means he would not be required to send you copies of various probate filings. Eventually, he would want to send you a disclaimer form or some sort of written agreement by which you decline your right to your mother's estate's assets. This is more for his protection than yours and part of his job if he is administering the estate so, again, I would have him send you the documents when the time comes. I'm sorry for your loss.
