Can a person have a personal rep paper overturned they signed

More details to this question:
My dad passed away feb 26 2019. I signed my brother as dads personal represenative. because he also lves on the property and i Trusted he do the right thing with my dads estate. And he has not followed probates regulations. He also has allowed his friends to come take whatever possessions they want including letting one of them live in the property. Can i have this paper overturned so i can rightfully get half of what is left of my dads personal things

Only a court can appoint a personal representative.  Hire a local probate attorney and do things right.
