Can an executor and sole beneficiary also be a witness to the will?

More details to this question:
I am contesting my brother's will. His "domestic partner" is named as executor and beneficary and was one of two witnesses and his sister was the other. In this case can the notary public be considered one of the two required witness

The notary’s job is to sign verifying that he or she watched while the witnesses signed the document. The notary has no role in witnessing the Will.
