can executor who signed to leave sign back on since the second executor is being unfair

More details to this question:
there were two executors on will but the one representing me signed off due to the other executor falsly stating there had to be one,now she is unfair and taking full control and keeping for her self so i wanted my cousin to get back on to try to make this fair

An executor has authority over the estate.  An executor does not represent anyone.  If the Will has been admitted to probate, the probate lawyer can advise the named executors whether Colorado permits co-executors, which you seem to think is the case.  Please note that the probate lawyer is not your lawyer and has no authority to advise you.  Please also note that in some states which permit co-executors, the executors are nonetheless permitted to act independently unless the Will provides otherwise.
