Can my friend get help she needs with her Will here even though she is a foreigner?

More details to this question:
I have a friend that her father has passed away and he left her quite an inheritance but her lawyers at her country are not making it easy for her to get her inheritance mostly they want payment upfront first and she isn't rich and can't get that kind of money to get the help she needs so she is comming to USA to spend time with me and hoping she will get help here without happen to pay up front and beable to pay after she gets her inheritance which is in gold bullion. Will the lawyers here help a foreigner to get her inheritance?

The probate case must be brought where the father lived when he died.  If the father lived in a foreign country, then the probate case must be brought in that foreign country, by a lawyer that is licensed in that country.  A lawyer in the US can only bring an action in another country if that lawyer is also licensed in that other country.
