conflict of home ownership between trust and will

More details to this question:
I am the trustee of an irrevocable trust which owns a property. My brother is the executor of the will which grants him the same property less $75,000 of equity which goes to me. It is my understanding that the house cannot be sold without my permission. Can he refinance and take maximum equity without my permission?

As trustee you, not your brother, would have to sign the contract to refinance.
