dead stepfather's car.

More details to this question:
My stepfather in CA passes away without a will. His son refuses to do anything about settling father's estate. I was not formally adopted but I was the one who travelled to CA, paid for cremation, personally spread his ashes in ocean. His car (which has a clear title in stepfather's name) has been parked at a friend's office since last August. She is ready to park it on the street to get towed. If I ship the car to where I live in VA - what are my chances of transferring it in my name? I dont want to spend $ on bringing it to my state if it cant be driven. My stepfather's son (lives in NV) refuses to do anything (due to psychological/emotional issues).

You can find on the internet/google an "Affidavit for Collection of Personal Property."  You should complete the form and have his son sign the form.  Then the Son needs to sign also a Bill of Sale.  You can take both to California Department of Motor Vehicle and have the title transferred to you.  Bless you for taking care of his body!!  You're outstanding and you should remind the son that you did all of those things for your father.
