Deed of property Right

More details to this question:
Family inheritance property and land without a deed of trust or trustees and 10 people can claim ownership. One family member has said that he has put money into the property for years. 7 of the other family members didn't know about the property until last year 2015 when we received a letter from TN attorney that the one relative wanted all parties to deed the property over to him. today he is suing for personal property exemptions and to force all parties to sign there portion of the deed over to him. Whereas, he will be only owner? Is this legal.
