Does filing for Request For Special Notice DE-154 slow down probate?

More details to this question:
I recently became aware that I am an heir to a deceased cousin I haven't seen for years. One of his other cousins has filed for letters of administration which is fine with me. But I see that I can file a Request For Special Notice so that I get copies of all the documents that go to the probate court (Los Angeles County, California). My question is whether or not this request slows down probate in any way. And I'm also curious as to whether this is normally done, or only if you don't trust the administrator.

Hello.  No, filing this form will not slow matters down.  And it is common to file it, whether there is trust or not.
