Home in probate

More details to this question:
My mother's home is in probate. Two heirs live in house. One heir keeps breaker turned off in half of house the other heir lives in. Is there anything that can be done about this? Note: the heir who turned breakers off daughter recently committed aggravated assault against other heir and was arrested & order of protection placed against her preventing return to home. Her case has been placed with the district attorney office.

The executor or administrator of your mother's estate has a duty to assemble assets, pay debts and distribute the rest.  This includes evicting both heirs if the house was not left to them (and only them) and does not need to be sold to pay bills and deeding it from the estate to them if it was.
