I live in PA and am the executrix of mother’s will. She lived with my brother in FL. Other than a bank account, she had no assets. We just want to get her bills paid and then close the bank account. PA is telling me that I need to settle in FL. Is this correct?

Yes. An estate is settled were a person died or held real property.
