Funeral arrangements were made for my father by myself, my uncles and step mother. Next day step mom grand da shows up and convinces her to stop everything. Step mom is 91 and showing signs of dementia. No one in my family is after anything but a funeral my dad deserves.
Your mother has priority unless those "signs of dementia" are advanced enough that she lacks legal capacity to manage her finances, meaning she lacks legal capacity to contract. If so, she may need a guardian. But one is unlikely to be in place before the funeral.
