QUESTION

My mother cannot obtain birth certificate.

More details to this question:
My mother was born in Puerto Rico in 1935, at the time of her birth it was common practice for the midwife to register the newborn child. The midwife did not give the registry my mother's name birth given name. (She did not like it.) She gave her another name (a male name) and that name is on her birth certificate. I tried to get her birth certificate with her birth name but it is impossible. She does not exist.

i'm not sure why you want/need the other birth certificate.  Mom could always change her name to be the name she uses, and then have a court order with the "correct" name.  If the mid-wife is no longer around, you might be able to apply to the court in Puerto Rico for a corrected birth certificate, but in the long run it might just be easier to have your mom do a name change.
