More details to this question:
What can be done about adopted sister? Appointed admin over deceased father (died intestate). 1 and 1/2 years of probate his estate is less than 100k no real property vehicles or debt. Sister is wealthy I am not. She is purposely dragging this on to hurt me and mine. Estate is solvent, her attorney is evasive. I had retained an attorney for a grand to no avail, useless. One month ago I received this reassuring little note from her attorney. "Our final report is close to being ready, there's a call into the accountant to verify the tax situation and once we get that we SHOULD be able to schedule a hearing to get this approved. Please expect this in next two weeks hopefully sooner." WTF?? this says nothing to me

From the note which you quoted, this is apparently a dependent administration in which the court's approval is required before any distribution can be made. You may ask for a copy of the report.

This is general information. It cannot substitute for a personal consultation with an attorney. It is not intended to be legal advice or imply an attorney-client relationship.
