Probate and Estate Selling Question.

More details to this question:
My great uncle passed away nine months ago he has a will. But his estate never went through probate. My question is the city he lived in Charleston WV wants to sell the property because it has city, state and other taxes owed. So can the city sell it without them or us putting it through probate first? Also no one wants to keep or sell said property?

Ordinarily the Will must be submitted for probate (proving) so that the property can pass to your uncle's estate and be sold by the executor (personal representative) of his estate. But if this has not been done, the government agency collecting property taxes can still seize and sell the property for back taxes.
