State of Washington Affidavit of Successor

More details to this question:
My father passed away and his only estate/property was a truck and travel trailer. He is upside down on both loans. I would like to take over the loans but trying to negotiate with the banks a fair price. They will only "negotiate with me if I fill out an Affidavit of Successor form. It sounds like if I sign this I am legally liable for the items in question at what he owes?
