To see if a will can be brought to probate

More details to this question:
My step dad and my mom made their own will back in 2005 . my mom passed away 10 years ago which left everything to my stepdad and now he passed away about a month ago and when the will was opened by the executor which is my brother we found out they had the will notorized but did not have 2 separate witnesses sign it. Can the notary be used as one witness in indiana and the notary husband was present but did not sign the will if he signed a separate affidavit he was present could that be used as the second witness.
