QUESTION

To what probate paperwork am I allowed access as an heir but not executor and how do I obtain those documents?

More details to this question:
My mom recently died. Very modest estate, so not anticipating any litigation, but I would like to know the assets of my mom's estate and disposition of funds. I have not been able to obtain this through a request to the executor, so trying to identify next steps to take.

The executor is not obliged to report to you.  In most states the executor must file an Inventory.  That is a public document but does not list debts.  In many states, after 15 months or more, a beneficiary may demand an accounting.  From your description, it appears that the executor may have completed his work by then, distributing anything left after paying the bills to the beneficiaries.
