why is an heir NOT a party to an AZ probate?

Probate open for almost 3 years; I am CA heir - total 3 heirs; 1 heir is Personal Representative (PR); PR has collected over $255,000.00 and the two other heirs have no idea where money is or what has been paid; I filed documents with AZ Court requesting them to require PR to notify heirs where is the money and why Probate not finalized; Court stated heir is not a party and will not help. What can we do to (1) find out where the money is; and (2) get this probate closed. Thank you for any help you can give Heir 1 and Heir 2.

You are not a party if you did not file or contest an action. That does not mean that you are not entitled to an accounting. Hire an Arizona lawyer to demand one and, if it is not forthcoming, to bring a motion to have the personal representative replaved and held personally accountable.
