federal workers comp claim USPS/DEPT OF LABOR

I have an open claim that started 3 yrs ago for dept labor workers comp. I work for usps. I have been off work submitted all paperwork and for 3 mths still no pay, continuous phone calls to no avail. all I receive are letters stating they received my call and my claim is being developed. I lost my home and everything 3 yrs ago when they finally approved my claim but barely paid benefits due to being part time. Gave up and went back to work at new position with claim staying open. ( bilateral calcification tendinitis) now off work again 3 yrs later awaiting surgery. 72 hr eviction notices, power shut off notices, 3 lines for food banks I need help where's my protection, my insurance, my union? no one appears cares I am in Medford Oregon work in Ashland, OR local attorneys say they don't touch fed workers comp. my workers comp dr says theres an attorney in portland or that seems to be helping another postal employee he's treating can anyone assist?
