How is the partial loss benefit payment ammount figured for Pa workers comp?

More details to this question:
I have been trying to look into the partial loss benefit for the loss of the top right phlange index finger to the knuckle, I was told it is considered loss of half my finger even though I still have the top knuckle, is this true? I got info on this site previously saying it is 25+6wks at the 2/3 rate I am recieving now for the Temporary Compensation Payments. Are the weeks I have been recieving payments considered part of the 31wk benefit? Or is it a seperate payment and are they obligated by state law to offer that sum as the minimum settlement ammount? My surgeries are complete and I should be returning to work in the next 3 weeks with therapy 3x a week at this time.Everything has been going well but I was told to be wary when it is time for them to settle, that the Ins. Co. might try and offer a lower ammount. Thank you for your time and knowledge.
