What happens when my employer doesn't report my injury that occurred on the job, to the department of labor and doesn't pay for my medical cost and my insurance provider, which is Medicaid, gets billed? Medicaid as requested more information about the injury because they think someone else should be covering the costs. I didn't realize that my employer never submitted his information until I got the letter from Medicaid.

You should consult with a workers' compensation attorney as soon as possible. There are notice and statute of limitations deadlines on your claim. You will likely need to file a petition to enforce your rights under the workers' compensation laws, but an attorney woudl need more details to be able to help you.
