Why am I being told to use my vacation time?

More details to this question:
The worker''s comp lady told me that for the state of PA worker''s comp will only pay me for time missed from work if I miss more than 7 consecutive work days. Otherwise I have to use my vacation time. This puts me in a situation that I will mostly likely use up all the vacation time I have left and possibly even go over it which means I will end up owing my job money for the time that I used that was not yet accrued. Please advise if this is correct and how this is fair when I was injured at work. I can''t afford to use up all this time when it hasn''t been accrued yet.

Section 121.15 of the Pennsylvania Worker's Compensation act provides a seven-day waiting period for compensation. You must be disabled more than seven calendar days before workers compensation benefits for disability begin. Benefits for disability begin on the eighth day after your injury. If you miss more than 14 days of work, your benefits for the first seven days are retroactively applied. If you promptly informed your employer of your injury, missed more than seven days, and your claim is admitted, you should receive your first compensation check within 21 days of your injury.   I hope this helps.
