Adopting new covenants

More details to this question:
We are a "Neighborhood Association" not governed by CCIOA in Park County, CO. We are in the process of adopting new covenants to replace the old ones that will expire soon. Do all 28 lot owners need to sign on to the new covenants for them to be legal and if not how do we establish covenants with less that 100% support?

Your bylaws or covenants should have a section explaining the requirements to amend the documents.  However, if no instructions are available then you may refer to CCOIA for direction.  Of course if you can get 100% to agree then this does not matter.
