Who is responsible for sewer line maintenane on a shared sewer line?

More details to this question:
Property A has a sewer line which connects to Property B's line on the way to the main. There is no easement of record and the owner of property B was not informed of this condition prior to purchase. The shared line on property B has required routine maintenance and one major repair. Property A's owner disclaims any financial responsibility. What is Property B owner's legal right. Location: Englewood, CO, Arapahoe County.

If A wishes to continue using the sewer line he should make payment for his share of the repair bills.  Otherwise B is under no obligation to continue to allow his use.     Take him to small claims court.
