When does the time begin on filing for damages in Small Claims Court begin?

More details to this question:
In 2/17, I paid the owner of an air conditioner company to install my new home air conditioner. The installation was in an upstairs closet. In 9/19, water and debris poured into my living room. I called the business and they had failed to install a flush valve The owner did come and installed the valve but denied the lack of a valve for flushing would have resulted in my damage as the damage was not under my air conditioner closet. I have documentation. Research tell me the water travelled across boards and then, dropped down. . Can I consider the date of 9/19 as the beginning of the time period to file in Small Claims Court?

The SOL starts to run generaly from the date of breach so you should use the earliest date to be safe.
